What is the purpose of Form 4598e?
In general, Form 4598e is a document prepared by the IRS that allows the government to make a tax determination. When the IRS determines you owe money, you are required to file income tax returns and pay the due amounts of federal income taxes. The Form 4598e is also used by the IRS to collect the tax, interest, and penalties you owe on a portion of the tax amount owed. The IRS, however, does not file a Form 4598e for each person with a tax liability. Form 4598e is just one of several methods available to the IRS in order to collect tax from a taxpayer. The IRS can also require you to make a tax payment by a certain period of time and enter it in your tax return. The Form 4598e is designed to help the government collect from you if you do not file your federal tax return, meet the requirements for filing a timely Return, or have other tax problems, such as a tax increase. However, you may not always file Form 4598e because you feel you are unable to. You should always file your federal income taxes in the same year in which the return is required. If you file too late, you will not be allowed to claim a tax credit for the taxes you have previously paid. Similarly, you should file your federal income taxes by the due date (including extensions) for filing a timely return, or as close to that date as possible. The earlier you file, the more likely you are to get a refund.
Who should complete Form 4598e?
In addition to filing Form 4598e, a person may be required to complete Form 4590: Information for the Federal Tax on Higher Education Benefits, which is also filed with your federal income tax return. If you are self-employed, you must file Form 5498; otherwise, you must file Form 4589. Do you have to file? Generally, only some people must file a federal income tax return. The basic requirements are that you must have worked a specific number of full calendar months for the tax year in question. However, if you work through self-employment, you may not be required to file a federal income tax return. For additional information on filing your tax return, see Filing Your Tax Return for 2017. There are different rules for married individuals filing a joint federal income tax return. If you are married filing separately, file one return. If you are married filing jointly, file two returns. For more information, see Filing the Same Tax Return for Same Tax Year, later. There are situations in which you may have to file a federal income tax return even if none of your dependents do. For example, the IRS may require the filing of Form 4980, Health Insurance Marketplace Statement. If you are a taxpayer who was previously required to file a tax return and has not had to file in the past year, see the section on “Special Situations” earlier in this article. The IRS also uses other information you might have, such as a financial statement or a W-4 form that shows that you are eligible to file but don't have enough money to do so. These situations may require you to include an assessment or penalty. What should I do to prepare my federal income tax return? Form 1040, U.S. Income Tax Return, can be filed only by original filing. You should keep a copy of it for your records. If you file more than one form for the same tax year, get a form for each form. All forms you file must be completed. You must complete and return Form 4598e to us no later than 30 calendar days after the last day you used a deduction on a personal property tax credit. If you used the property as a cash value allowance or an exempt rental loss deduction, you must complete Form 4604e by the last day of the second month after the end of the tax year for which you made the deduction. If you used the property in a trade or business, you must complete Form 4605 by the last day of the third month after the end of the tax year for which you made the deduction. Am I tax-exempt from federal income tax under Form 923? You are tax-exempt from federal income tax under “The Federal Taxpayers' Relief Act of 2005,” Public Law 109-159 (Dec. 22, 2005). The following people are considered to be people who are “tax-exempt” under that law, regardless of their location: Taxpayers who elect to have their tax returns prepared as individuals who report only their income on their personal tax returns and whose income does not exceed the IRS filing threshold each year of 125,000 or their equivalent for a one-year period. Any individual described in section 4948(f) of the Internal Revenue Code who has income from a trade or business in an amount not exceeding the IRS filing threshold of 1,000 or their equivalent for a one-year period. To be tax-exempt, an individual must file a single federal tax return for the year. Therefore, an individual who qualifies for tax-exempt status or exemption must complete, sign and return Form 4598e. What should I do with Form 4598e when it’s complete?
You will receive Form 2635, the completed and signed Form 4598e, by mail. Make sure to save it for your records. The last page of Form 4598e will include the date you mailed it. The instructions will direct you to a separate page showing how to electronically file Form 2635, the completed and signed Form 4598e, by mail. When will the return be forwarded to the agency? You will receive the completed Form 4598e by mail. When you receive the e-mail the first time, and you have a current IRS e-file account or can be issued a permanent e-file account, you are asked to log in with your e-mail address and password to view your e-filed information. After logging in, we will ask for your name, address, and SSN. You will be asked to enter either a checkmark or a tick mark if you are submitting a check. If you provide a check, you will not be prompted for an e-filed address for filing your return with the agency. In either case, once you submit your Form 4598e, this will be forwarded to the agency. Remember that your e-filed information will be viewable by all taxpayers. How will taxpayers know if their Form 4598e is sent? Each year, the Government Accountability Office reviews data generated by the IRS to identify taxpayers being improperly denied forms. If an individual's name has been misused in the past (for instance, for multiple returns filed for the same business organization or for multiple business entities), the IRS will flag the taxpayer and notify the Taxpayer Advocate Services Division within the IRS who will contact the taxpayer. An individual who has been flagged may be given a warning and/or a letter to advise that we believe your information may be incorrect and that we want to ensure your correct return is filed. The warning may include a statement that we will be forwarding the notice of erroneous returns to the appropriate government entity for a possible investigation. In most cases, the IRS will not send a letter to the taxpayer until it has made an investigation and the taxpayer has acknowledged the possibility of an error. If no investigation has been completed, the IRS is not required to send a letter to the taxpayer. You are required to file your Form 4598e through the IRS Online e-file.

If your address was updated from a file that was processed by the USPS, you do not need to print out your Form 4598e to qualify. I was referred to the SSA by the USPS. Do I qualify for the Form 4598e? No. If your address was updated from another file that was processed by the USPS or the U.S. Postal Service, you must print out your Form 4598e to qualify. Why should I complete the form if I already have an SSN? The primary reason for completing a Form 4598e is to obtain an SSN that can't be changed or changed by the person or institution that issued the SSN (for example, a school, college, or hospital). The filing information required to be filed with this form in support of a claim for a refund under section 6911 is due on or before the latter of: the latter of: January 26, 2015 (the date of the close of a calendar quarter) for calendar quarters; or April 30, 2015, for calendar years February 28, 2017 (the latter of: March 31, 2018 (the date of the close of a calendar quarter) for calendar quarters; or April 30, 2018, for calendar years) If you are filing a Form 8283, you must file the form with us by April 30, 2018, to request a refund under section 6911 after we receive your filing. The filing information required to be filed with Form 4591A and with the Form 4593 in support of a refund claim under section 6904 or 6905 does not need to be filed with Form 4598e. Instead, you must file your claim with the Internal Revenue Service using the instructions that are included in one of the two forms. The claim may be filed either using Form 8960, Application for Refund of Tax Under Certain Circumstances, or Form 8960-A, Application for Refund of Tax Under Certain Circumstances, and you may use whichever form is the most appropriate. If you choose the second option, we will provide you with a separate Form 8960‑A which will be the substitute for IRS Form 4592A that you will use to file Form 4594, Application for Refund of Tax on Certain Taxes Owed to You Under the Estate Tax. Form 4594 may or may not be the same as Form 8960‑A; however, if you file Form 4594 using the same Form 8960‑A as the substitute for IRS Form 4592A, you may use IRS Form 4592A as your substitute for Form 4594 to file Form 8960. Do I need to include all of my personal liability or property interest, as well as the amount of property interest that I am requesting a refund from? Form 4598e is for refund claim only; the Form 4591A is for property refund. For a property refund, you do not need any information regarding personal liability, or property interest.
